Waymo — Phoenix, USA
Location
Phoenix, USA — urban arterial / major intersection
8-lane road, Phoenix metropolitan area
Description
A Waymo robotaxi attempted to cross an 8-lane road without an adequate gap in oncoming traffic. The vehicle committed to the crossing maneuver but stopped in the middle of the road, blocking multiple lanes of oncoming traffic. Passengers inside the vehicle were screaming in distress as vehicles approached at speed. The robotaxi remained frozen in the exposed position for an extended period before eventually completing the crossing. The incident was captured on video by passengers and went viral, illustrating the terror experienced when an ADS makes a dangerous decision that passengers cannot override.

Traffic disruption: severe
Emergency Response
Resolution: vehicle eventually completed crossing autonomously
Root Cause
gap acceptance / decision making
Planning module committed to a multi-lane crossing without sufficient gap in oncoming traffic; vehicle then froze mid-crossing rather than accelerating through or reversing, creating maximum exposure to collision risk
⚠️ Unconfirmed / Under investigation
Systemic Issues
- Gap acceptance algorithm failed for high-speed multi-lane crossing scenario
- Commit-then-freeze behavior is the worst possible outcome for mid-road exposure
- Passengers had no ability to override the dangerous decision
- Remote intervention latency incompatible with seconds-critical danger
- 8-lane crossings may require dedicated handling or avoidance in route planning
- Passenger psychological trauma from loss of control in dangerous situation
Regulatory Action
Arizona DOT reviewed the incident. No formal enforcement action. Incident cited in federal discussions about passenger override capabilities.
